This website provides information and updates on the status of THE development and construction of the Winchester Transmission Project.

The Transmission Project will interconnect the Winchester Energy Facility to the Winchester Substation in Cochise County, AZ.

Project summary

The Winchester Transmission Project is a planned 345-kilovolt (kV) transmission line that will connect the Winchester Energy Facility to the TEP Winchester substation in Cochise County. The line will carry up to 1 gigawatt of power and will initially be used to connect 160 megawatts of solar photovoltaic electricity to the TEP Winchester Substation. The Project is located almost entirely on right-of-way owned by the State of Arizona and managed by the Arizona State Land Department and has signed a Right of Way Agreement with ASLD. Winchester Transmission, LLC was granted a Certificate of Compatibility (CEC) by the Arizona Corporation Commission Transmission Line Siting Committee and a full docketed copy of the CEC can be viewed here.

Winchester Transmission, LLC is a wholly owned subsidiary of Torch Clean Energy, LLC, a privately held renewable energy company with extensive experience developing, permitting, designing, and building renewable energy and battery storage projects. Included in Torch’s portfolio of developed projects is the Red Horse Wind and Solar facility in Cochise County.

Site Selection Factors

Torch performed a thorough site selection process for the Project. Factors which were considered included:

  • Environmental Considerations – site studies were performed to avoid or mitigate impacts to sensitive resources

  • Topography – the site is relatively flat, allowing minimal ground disturbance

  • Technical Feasibility – the Project is located in proximity to existing electrical infrastructure, including the Winchester Substation
